Background/Objective: In modern governance, the successful implementation of public policies is not merely a function of their technical structure but is deeply intertwined with the context of the society’s political culture. The present study was conducted with the aim of systematically identifying and structuring the components of political culture affecting the acceptance of public policies during the implementation phase.Methodology: This applied and qualitative study utilized a combined approach to design a conceptual model. First, themes were extracted using the meta-synthesis method and the final analysis of 46 valid studies. Then, to achieve theoretical consensus, the Delphi technique was employed in two rounds with the participation of 10 academic and executive experts.Findings: Data analysis led to the identification of 89 basic 17 organizing themes and 6 global themes. The final conceptual model is based on six dimensions, with the “Fundamental Coordinates of Political Culture” serving as its central core. The other dimensions include “Social Capital and Ties”, “Citizens’ Perceptions”, “Structure and Performance of Implementing Institutions”, “Persuasive and Discursive Strategies”, and “Normative Alignment and Agency Capacity”.Conclusion: The present study demonstrated that the acceptance of public policies is a hidden cultural negotiation between the government and citizens, and the root of many failures in the implementation of macro-programs stems from ignoring the context of the society’s political culture. The results indicate that the alignment of norms and values embedded in the promulgated policy with the explicit values of public culture determines the boundary between active compliance and civil resistance within the society.
