The purpose of this article is to examine the cultural policy of Afghanistan in the last two decades (2001-2021), which was formed and consolidated under the umbrella of the republican system and its related institutions. The most fundamental question that is raised in this context is what was the cultural policy process in Afghanistan from 2001 to 2021 and what results did it produce? The hypothesis raised in this context is that cultural policy-making in the republican system, although quantitatively, has been successful to some extent and has had achievements at various educational, academic, media and artistic levels. But it has never been able to respond to the needs of the fragmented society of Afghanistan. The main reason for the failure of the Afghan government in cultural policy-making has been the tribalism view of politics and the extension of the special reading of ethnic life to other cultural and social spheres. Therefore, the mentioned problem has been investigated using the "systemic" theoretical framework and analytical descriptive method. The method of data collection in the research was documents, interviews, and the use of laws and related sites.The findings of the research show that due to the country's dependence on foreign countries and the involvement of ethnic groups, the design stage in the cultural policy cycle has parallel work and conflict of interests, and on the other hand, implementation is limited to calendar and scattered policies.
