The purpose of this article is to examine the cultural policy of Afghanistan over the last two decades (2001-2021), which was developed and solidified under the framework of the republican system and its associated institutions. The most fundamental question raised in this context is: What was the process of cultural policy-making in Afghanistan from 2001 to 2021, and what results did it produce? The hypothesis presented in this context is that the cultural policy within the republican system, while somewhat successful in terms of quantity and achieving progress across various educational, academic, media, and artistic domains, has never adequately addressed the needs of a fragmented and heterogeneous society like Afghanistan. The primary reason for the failure of the Afghan government in cultural policy-making has been the tribal perspective on politics, which has influenced the interpretation of ethnic life across various cultural and social domains. Therefore, the identified problem has been examined using a "systemic" theoretical framework and an analytical descriptive method. The data collection methods employed in this research included document analysis, interviews, and the review of relevant laws and websites. The findings of the present research indicate that the implementation of laws and regulations, the enhancement of scientific and cultural institutions, and the promotion of cinema and theater, along with the establishment and strengthening of educational institutions and the preservation of ancient works, have effectively objectified certain cultural policies of the republican system. However, the tribal perspectives of government leaders regarding politics, the dissemination of a particular interpretation of ethnic life to other cultural regions, administrative centralism, and the absence of a national cultural strategy have posed significant challenges to the design and implementation of cultural policy in this country. As a result, the goal of fostering identity and national unity remains unfulfilled.
