By emergence of Umayyad dynasty, these rules were gradually forgotten, therefore public and political freedoms were damaged. In this era “freedom” was converted from possibility to refusal as Muslims were not familiar with public and political freedom. This procedure continued in Abbaian era influenced by Iranian reign and any protest against it was considered as objection against the religion. In the late Ottoman Emperial , Muslims were faced with western civilization and the road was paved for intellectual geniuses to revise the tradition. This procedure was followed in the past 50 years and currently possibility of freedom idea has been converted to the Arabs’ will with Islamic awakening beyond geniuses’ mind. Intellectual geniuses’ viewpoints (Abed Al Jaberi, Rashed Al Ghonushi, Yusof Gharzavi) and allocation of a part of Egypt constitutional law to public freedoms are representations for revival of freedom idea in Arabs’ will after 14 century. This was qualitative documentary research}, keywords = {Freedom,Government,Sunni political system}, title_fa = {تحول انگاره «آزادی» در ساخت دولت و نظام سیاسی تسنن}, abstract_fa = {مقوله آزادی در نظام سیاسی اهل تسنن در چهارده قرن گذشته با فراز و نشیبی خاص مورد اهتمام نخبگان سیاسی، عموم مردم و نظام سیاسی بوده‌است. در دوران خلفا و حکمرانی امام علی (ع)، مسلمانان کم‌وبیش در قالب قواعدی مانند «بیعت، امر به معروف و نهی از منکر، شورا والنصیحه للائمة المسلمین» در کسب، توسعه، حفظ و کنترل قدرت سیاسی مشارکت‌داشتند. ایمان و عمل مسلمانان در چارچوب قواعد یادشده، آزادی‌های عمومی و سیاسی ایشان را به‌رسمیت‌شناخته‌بود. به‌تدریج با روی‌کارآمدن امویان و تبدیل نظام خلافت به ملوکیت، قواعد یادشده به‌حاشیه‌رفتند و ازاساس، آزادی‌های عمومی و سیاسی خدشه‌دار شدند؛ در این دوران، انگاره آزادی در سطح توده مسلمانان از امری «امکانی» به امری «امتناعی» تبدیل‌شد؛ گویی که مسلمانان با آزادی‌های عمومی و سیاسی، مأنوس نبودند؛ چنین روندی در دوران خلافت عباسیان با نفوذ و تأثیرپذیری از نظام سلطنت ایرانی ادامه‌یافت و هرگونه مخالفت با روند جاری خلافت، خلاف شرع دانسته و سرکوب‌شد. در اواخر امپراتوری عثمانی، مسلمانان با مظاهر تمدن غرب، مواجه شدند و به‌تدریج در گروهی از نخبگان فکری، زمینه بازنگری و بازاندیشی در سنت، فراهم شد؛ چنین روندی در نیم قرن گذشته به‌صورت جدی در میان بیشتر نخبگان فکری دنبال‌شده و درحال‌حاضر، با آغاز موج جدید بیداری اسلامی، امکانی‌بودن انگاره آزادی فراتر از اندیشه نخبگان فکری، به اراده عمومی اعراب تبدیل‌شده‌است. دیدگاه‌های نخبگان فکری (عابد الجابری، راشد الغنوشی و یوسف قرضاوی) و اختصاص‌یافتن فصلی از قانون اساسی مصر به آزادی‌های عمومی، مصادیقی از احیای امکان انگاره آزادی پس از چهارده قرن در اراده عمومی اعراب به‌شمارمی‌روند. روش تحقیق در این پژوهش، کیفی و از نوع تحلیل اسنادی بوده‌است.}, keywords_fa = {آزادی,دولت,نظام سیاسی تسنن}, url = {https://iws.shahed.ac.ir/article_246.html}, eprint = {https://iws.shahed.ac.ir/article_246_12ddf4c573264f9e32e1c20534210aa5.pdf} }
